got a second opinion, doctor saw it was a nail that was cut way too short, put some topical painkiller and i was fine
Similarly, the 2007 FDA Amendments Act required HHS to update its clinical trial rules by 2010. It didn't do so until 2016.
This kind of thing shows the limits of policy reform--federal agencies can just completely ignore what Congress says.
